Regional Traffic Safety Body Zeeland (ROVZ)

The ROVZ is an independent consultative body of 26 government institutions and civil society organizations promoting road safety in the Province of Zeeland (municipalities, province, national government, police, judicial authorities, public interest groups and trade associations), supported by a secretariat of 7 professionals.
 

Sitoumus

We commit to the European Road Safety Charter with the Zeeland Road Safety Manifesto, which is the basis for the traffic safety program for the next 10 years. 24 organizations (national, regional and local authorities, police, judicial authorities, civil society road safety organizations and industry associations) have signed the manifesto. They share the "Towards zero preventable serious accidents" ambition for Zeeland. These are accidents that could have been avoided with preventive measures. This means that in 2020 Zeeland will be the safest Dutch province.
 
We are working on a joint implementation program for the period 2010 to 2020 in which this ambition will be reflected. We follow two tracks:
1. Reinforcement of approximately 60 existing successful projects and actions:
a. Influencing traffic behaviour through continuous road safety education, communication and traffic enforcement;
b. Promoting a sustainable safe infrastructure;
c. Promoting cooperation and coordination among partner organizations.
2. Innovation
 
Ad. 1a. Lack of knowledge, inattention, taking wrong actions and bad calculation of traffic situations are often the causes for a lack of safety. Some people deliberately take risks. Too much hurry (speeding), antisocial behaviour (tailgating), driving under the influence of alcohol and drugs and bravado behaviour among children and adolescents cause many fatalities.
We focus on the influencing of risk groups, risk perception and risk behaviour in traffic. We encourage the improvement and implementation of refresher courses, curricula in schools, knowledge management meetings and campaigns about the following topics and programs:
- 'More often Safe Cycling' program for cyclists from 4 to 16 and 60 + in cooperation with Bicycle Coordination Point Zeeland;
- Speeding;
- Research on unilateral severe roadside accidents in collaboration with the Foundation for Scientific Research on Road Safety;
- Agricultural traffic;
- (Young) Car drivers under the influence of alcohol, drugs and medicines;
- Young drivers (18-24 years);
- Express transportation traffic and business traffic --
- Integrated traffic enforcement (a joint approach with police, judiciary and road authorities);
- Safe use of scooters.
 
Ad. 1b. We want to determine the quality of a sustainable and safe infrastructure by means of a measuring instrument. The results will be used to encourage road authorities to install the roads as safe and sustainable as possible.
 
Ad. 1c. We invest in relationships with organizations. Together we work on annual implementation programs for each partner from 2010.
 
Ad. 2. To break with the stagnation of the decline in fatalities in Zealand it's necessary to experiment with new and / or further actions. We're thinking about a widespread introduction of bicycle helmets for all the children of Zeeland between 6 to 9 years. We're preparing new measures under the 2010-2020 Policy plan for Road Safety in Zeeland.
 
Monitoring
We evaluate all programs and activities under the new Policy plan.
