The Regional Road Safety Body Utrecht (ROV-Utrecht) is the implementing agency for road safety and behaviour shaping of both the Regional Board Utrecht (BRU) and the province of Utrecht. The ROV-Utrecht is part of the Mobility department of the province of Utrecht. The policy of the ROV Utrecht is directed by the Executive Board.
Commitment
Our actions include:
1. Increasing the knowledge, the understanding and the skills of road users through continuous road safety education
2. Implementing awareness campaigns and regional specification of these campaigns
3. Agreements on specific police and judicial enforcement
4. Disseminating knowledge on behaviour shaping
5. Monitoring
Ad 1) Annually, we make a selection of road safety education projects for each target group in the traffic.
Methods include: educational programs for each target group.
Tools: brochures, website ROV-Utrecht, various supporting materials.
Ad 2) We make specific agreements with our partners on enforcement actions and awareness raising activities / implementation of public campaigns on road safety issues such as drink driving and speed violations.
Methods include: national and regional awareness raising campaigns via radio, television and the deployment of information teams.
Tools: radio, TV and various educational materials.
Ad 3) The basic principle is to come to agreement with the police and the judicial authorities on the implementation of and the level of enforcement measures in the province of Utrecht.
Method: we develop an annual enforcement plan with an overview of the most dangerous roads in the province while focusing on the necessary use of enforcement tools.
Tools: supporting educational material.
Ad 4) We maintain website with up-to-date information on road safety, key figures on road safety and an overview of various products / campaigns in the field of road safety education and awareness.
Ad 5) We develop a regional monitoring system based on a target pyramid made up of several layers. The top layer represents the main goal: reducing the number of deaths and injuries.
The second layer represents the quality of the traffic system and in the third layer stands for the relevant policy programs and resulting road safety measures. Within the different layers, we also differentiate between human, vehicle and road aspects. The quality of the traffic system is, for example, described in terms of traffic behaviour, road design and vehicle specification. Sub-targets and indicators are formulated for each different layer.
Moreover, we make agreements at project level on the deployment of staff, finances and measurable results. These projects are evaluated annually.
